Vatican 'dope mobile' busted carrying cocaine and cannabis
Using an official Vatican car to transport cocaine and cannabis did not help two Italians to avoid justice. Diplomatic plates failed to protect the two smugglers as they were stopped and arrested in France. Two Italians, 30 and 41, whose names have not been revealed, are now in a French prison. There are varying reports on where the arrest was made. Local sources say the incident took place at a French border checkpoint, while AFP reported the two were detained at a toll station near Chambéry, in the French Alps. law enforcement searched the Vatican vehicle, they found four kilos of cocaine and 200 grams of cannabis.
It appeared that the car belonged to the Argentine Cardinal Jorge Maria Mejia, 91, retired librarian of the Holy See, who is now recovering after a heart attack. According to reports, the Cardinal’s private secretary had given the car to the two Italian men few days earlier, to take it for its annual checkup. French RTL radio said the two men used the car to drive to Spain to buy the drugs, assuming they would be protected by the diplomatic plates. They were reportedly on the way back when French police stopped them.
This information, however, has not yet been confirmed by legal sources. The Vatican confirmed that one of its official cars had been stopped in France with drugs on board, but stressed that none of its staff were involved in the incident. "Cardinal Mejia’s car carrying drugs was effectively blocked by the French police but the cardinal, who is ill… it is totally unrelated," the Vatican spokesman, Father Federico Lombardi said. When asked, both men failed to provide a Vatican diplomatic passport, so the Vatican was not directly implicated, French legal sources said.

International tribunal arrests organizers of human sacrifice ritual
Public Announcement of the Central Command of the Direct Action Units established by the International Common Law Court of Justice
Global Communique No. 2: August 16, 2014 – Brussels
Striking in the early hours of Friday, August 15, one of our trained Direct Action Units (DAU) in Montreal, Canada successfully disrupted the preparations for a child sacrificial cult ritual at a private residence in the fashionable Outremont district.
In the course of the action and under the authority of warrants issued by the Court, the DAU arrested two cult members who are being held in protective custody prior to their questioning and possible indictment before the Court.
The DAU Commander who headed the action has issued the following report to our Central Office:
“At 0700 hours EST yesterday, 15 August, our Alpha team moved into action against the private residence in Outremont, Quebec that has been under surveillance by us since 4 August. We met no opposition or resistance from the single armed security guard at the said residence, who was immediately detained along with a male cult employee engaged in preparations for the upcoming midnight ritual.
“Under questioning, the private security guard identified the location of the ritual as within a small sub-basement chamber that was reconnoitered and filmed by our team. The chamber included two small prison cells with wall shackles, and a central sound proof chamber containing a stone altar awash with apparent blood stains that were sampled and bagged for analysis. An adjoining room held locked cabinets containing considerable child pornographic material, articles of children’s clothing that was bagged for analysis, metallic torture devices, ceremonial swords, and sophisticated film equipment.
“The male cult employee in our custody refused to answer any of our questions, but in the course of our action a second cult member arrived at the residence and was detained. This member, an older woman, was very unnerved by our presence and combat attire. She therefore admitted to the upcoming ritual that evening and identified three of its participants: a ‘local catholic bishop’ whom she refused to name, a Cargill corporation executive named Kerry Brick, and an American named Stephen Holding from Sun Valley, Idaho, apparently with Sinclair Oil, Ltd.
“This informant also claimed that the two children to be used at the midnight ritual were being held at a separate facility at McGill University, but she claimed not to know where. She said that the normal procedure was to deliver them in a drugged condition just before the ritual began, for security reasons. Finally, she confirmed that the cult members describe themselves as part of the Ninth Circle society and claim they all carry tattoos with a cult insignia of the said Ninth Circle.
“Our team restrained all three prisoners and locked down the premises, while taking more videos and samples from the underground chamber. We then secured a covert perimeter in the neighbourhood in anticipation of the arrival of the cult participants and their victims. Unfortunately, although we maintained our vigil until well after midnight, no-one else arrived at the premises for the rest of that day and evening. We must assume that the participants were somehow alerted to our presence and aborted the ritual.
“The security guard in our custody was released by us after he proved that he had been retained in a private commercial capacity. The two cult members are being held in our DAU prison facility in Montreal prior to their questioning by the Court Prosecutor and his Canadian affiliates. All samples and film we obtained are in transit to Brussels headquarters for analysis.
”We are maintaining our covert surveillance on these cult premises in Outremont until further orders are received from Central Command.
DAU Alpha Team Commander, Montreal 16/08/2014”
Supplementary Report of the Action at Pro Cathedral, Ireland by DAU Beta Team:
Our DAU Beta Team in Dublin, Ireland encountered no ritualistic activity at the Cathedral at the time and date reported by our two Diocese informants. The latter claim that the ritual was either cancelled or moved to another location, but could not confirm anything more. However, the identity of a Ninth Circle adherent in Dublin was shared by one of the Diocese informants: a priest named Damien O’Reilly who is an assistant to the acting head of the catholic church in Ireland, Dublin Archbishop Dermot Martin.
DAU Beta Team is continuing its surveillance procedures at the Pro Cathedral and other reported cult centres in Ireland, and is assisting the Common Law Court being established in Galway to investigate the apparent ritual slaying of babies at the catholic facility in Tuam.
……………………
The Court is proceeding to authorize further follow up actions by our DAU’s at other child sacrificial centres in Rome, Canada, the United States, Ireland, England, Belgium and Holland. Updates are forthcoming.

Catholic charities' vanishing donations, inmate neglect
They call her the ‘Angel of Mercy’. She was compassion incarnate; she didn’t think twice before touching a leper on the road or cleaning a festering wound on an unfortunate soul...The world knows her as Mother Teresa...When one pays a visit to Mother House, the heart of the 58-year-old Missionaries of Charity founded by Mother Teresa, one doesn’t see anything out of the ordinary... it is calm and pious, a world away from the cacophony outside on the busy A.J.C. Bose road.
But the cacophony is threatening to spill inside the Missionaries. Followers and volunteers are questioning the quality of service given in the care centers. They feel the Missionaries’ care centers are allergic to using modern-day therapy and technology to care for the inhabitants. Often untrained volunteers are given tasks that would normally require one to be trained in medicine and therapy...The discord is most pronounced in the first home that Mother Teresa set up in 1952–Nirmal Hriday, the Home for Dying Destitutes...It presently has 99 inmates, served by six sisters and dozens of volunteers, mostly young foreigners...It is the kind of work that inspired Hemley Gonzalez, who lived on the other side of the world in Miami, United States. A migrant from Cuba, Gonzalez had grown up in a poor neighborhood and was inspired after reading a biography of Mother Teresa. “I wanted to come to India and serve in Kalighat (the place where Nirmal Hriday is situated),” he recounts over the phone. Gonzales, who runs a real estate business in Miami, reached Kolkata in December 2008 and stayed for two months.
“I was shocked to see the negligence. Needles were washed in cold water and reused and expired medicines were given to the inmates. There were people who had chance to live if given proper care,” says Hemley. He narrates incidents of an untrained volunteer wrongly feeding a paralyzed inmate, who choked to his death; and another where an infected toe of an inmate was cut without anesthesia. “I have decided to go back to Kolkata to start a charity that will be called ‘Responsible Charity.’ Each donation will be made public and professional medical help will be given,” says Hemley, who now runs a campaign on Facebook called ‘Stop Missionaries of Charity,’ and has over 2,000 members...volunteers also cite the need for a well-planned rehabilitation for the sick who go back to the streets once they recover. “Some were sent back to the streets of their own will, but some against it,” says a European volunteer who has been coming to Nirmal Hriday since 2006. She cites the example of an “old lady” suffering from diabetes and incapable of walking. “We were told she was sent to another centre outside Kolkata but just few days later someone saw her on the street close to our centre… We were worried but could not do much.”
...Gonzalez questions why money can’t be used to improve the service at the homes run by the sisters. “Even the inmates soiled and infected clothes are washed by hands. Why can’t they buy a washing machine?” he asks.
It has become a sensitive issue since 2005 when a British television crew filmed children at Daya Dan, a care centre, tied to their beds. Questions arouse about the “primitive practices and lack of using modern methods of teaching.” The incident forced Mother House to release a statement saying, “We value constructive criticism and admit that there is always room for improvement.” Volunteers, who come in dozens from countries like Spain and Italy, have separately narrated incidents about sisters resorting to “shaking violently” or “beating” to discipline the challenged children..."Unfortunately, we are still in the dark when it comes to their financial records,” says Gonzalez.
In early 2000, Susan Shields, a former Missionaries sister who left the organization “unhappy”, created a furor by saying she herself had “written receipts of $50,000″ in donation but there was no sign of the “flood of money.” Forbes India talked to a volunteer in the Los Angeles office of Missionaries of Charity who admitted that “even when bread was over at the soup kitchens, none was bought unless donated.” A report in German magazine Stern, revealed that in 1991 only seven percent of the donation received at Missionaries of Charity was used for charity. Former volunteers and people close to the Mother House revealed that the Vatican, home to the Pope, has control over the “monetary matters” ever since Missionaries of Charity came under its fold in 1965.
When asked about how much money the Charity gets annually, the then superior general Sister Nirmala in a rare media interview a few years ago remarked “Countless.” When asked how much it was, she answered, “God knows. He is our banker.” Forbes India’s request for details was turned down at the Mother House.

Pope's butler discovered documents on occultism, Freemasonry
VATICAN CITY - Pope Benedict's former butler stole highly sensitive papers the pontiff had marked "to be destroyed" and compromised Vatican security through his actions, the Holy See's police told his trial on Wednesday..."You can understand our unease when we saw these documents. This was a total violation of the privacy of the papal family," said police agent Stefano De Santis, one of the four agents who said they found the papers in Gabriele's home, using a Vatican term for the pope's closest aides...The mass of incriminating documents, most of which were hidden in huge piles of papers stashed in a large wardrobe, included personal letters between the pope, cardinals and politicians on a variety of subjects.
Some papers, De Santis said, bore the pope's handwriting and had been marked "to be destroyed" by the pontiff in German. He did not say what those papers concerned.
Some of the documents were copies of encrypted documents. "One photocopy was enough to threaten the operations of the Holy See," De Santis told the court, without elaborating. The agents said they found a mass of documents and books filled with newspaper clippings on the occult, secret services, Masonic lodges, yoga, political scandals in Italy, scandals involving the Vatican bank and other subjects...Bishop Francesco Cavina, who knew Gabriele in the Vatican, told Italian newspaper La Repubblica on Wednesday that the butler, a father-of-three, may have a "disturbed mind" and "a split personality".
Two of the four policemen who testified on Wednesday also rejected Gabriele's accusations, made on Tuesday, that he was mistreated for several weeks after his arrest...Gabriele told the court's previous hearing that for up to 20 days he was held in a room so small he could not stretch out his arms and that the light was left on 24 hours a day, causing him eye damage....The letters to the pope included one in which a senior Vatican functionary expressed concern about corruption in the Holy See's business dealings with Italian companies.
The letter-writer, Archbishop Carlo Maria Vigano, was posted to Washington after raising the issue, despite begging to be allowed to stay at the papal state. more...

Vatican genocide of Mohawk children, continued...
Vatican implicated in ritual torture and genocide of Mohawk children
And everyone has called David Icke crazy for his claim that the British royal family has been involved in the ritual torture of children....
Mass genocide of Mohawk children by UK Queen and Vatican uncovered in Canada
BRANTFORD, ON, CANADA - Mass graves of Mohawk children have been uncovered by ground-penetrating radar at the Mohawk Institute, a residential school for Mohawk operated by the Church of England and the Vatican before its closure in 1970.
According to Rev. Kevin Annett, Secretary of the International Tribunal for Crimes of Church and States (www.itccs.org), the Mohawk Institute was “set up by the Anglican Church of England in 1832 to imprison and destroy generations of Mohawk children. This very first Indian [First Nations] residential school in Canada lasted until 1970, and, like in most residential schools, more than half of the children imprisoned there never returned. Many of them are buried all around the school.”
Preliminary scanning by ground penetrating radar adjacent to the now closed main building Mohawk Institute has revealed that “between 15-20 feet of soil” was brought in and put over the mass graves just before the Mohawk Institute closed in 1970 in order to camouflage the mass graves of Mohawk Children and avoid prosecution for genocide and crimes against humanity under the Geneva Conventions, the International Criminal Court, and cooperating national courts.
International Tribunal for Crimes of Church and States (ITCCS.org) is expected to commence judicial proceedings starting in late October 2011 in Brussels, Belgium and Dublin, Ireland for child genocide crimes against humanity against defendants Elizabeth Windsor, head of state of Canada and head of the Church of England and Pope Joseph Ratzinger, both of whom knowingly participated in the planning and coverup of the child genocide, according to forensic evidence.
The Tribunal sessions were originally to have been held in London, U.K. However, The U.K. government has denied entrance to the Secretary and major jurists and staff of the International Tribunal for Crimes of Church and States (ITCCS.org) without cause.
The discovery of the mass graves of Mohawk children, uncovered by ground-penetrating radar at the Mohawk Institute comes on the heels of videotaped evidence by eyewitness William Coombes, who in Oct. 1964 witnessed Elizabeth Windsor, as Head of State of Canada and Head of the Church of England, visit an aboriginal school in Kamloops, British Columbia, choose 10 young aboriginal children, made them kiss her feet, and allegedly took them from the school for a picnic at a lake.
The 10 aboriginal children were never seen again. Mr. Coombes, who was to give evidence at the International Tribunal for Crimes of Church and States (ITCCS.org) of Elizabeth Windsor’s child genocide, was murdered in Feb. 2011. Fortunately, Mr. Coombes’ testimony was videotaped before his death and is available for the Tribunal.
Rev. Kevin Annett states that instruments of torture such as a rack for torturing the Mohawk children in ritual torture have been found at the now closed Mohawk Institute. Eyewitnesses from the Mohawk community have stated they witnessed priests in red robes torturing children in ritual torture.
Rev. Annett made these revelations in an exclusive Oct. 7, 2011 interview with Alfred Lambremont Webre. In the interview, Rev. Annett acknowledges the close parallels between the Oct. 1964 personal child genocide and possible ritual killings of 10 aboriginal children by Elizabeth Windsor, Head of State of Canada and Head of the Church of England, and the child genocides occurring during the same period at the Mohawk Institute.
These parallels suggest that Elizabeth Windsor, as Head of State and Head of the Church of England was personally aware of, ordered, and participated in this systematic program of genocide and ritual torture and killings at Church of England residential schools operated by the Church of England and the Vatican.

Amnesty International calls abuse of tens of thousands in Catholic reformatories an act of torture
Credit is due the Catholic News Service for exposing this appalling problem. Here the wide gulf in ethical legitimacy between the laity and much of the clergy is made evident. As always, it is necessary to distinguish between Church as an expression of the people and Church as an expression of hierarchy, because the former invariably holds a greater claim to the roots of Christian charity and compassion, and where corrupt, impractical doctrines are maintained, those precepts are largely disregarded, even where lip service is given. This pattern is displayed here most obviously, where Pope Benedict's numerous attempts to keep information about pedophilia in the Church from legal authorities have thankfully been ignored.
VATICAN CITY (CNS) -- The abuse of children in Irish institutions amounted to torture and represents an enormous human rights failure, Amnesty International Ireland said.
Based on evidence revealed by a number of independent commissions, "children were tortured. They were brutalized, beaten, starved and abused," said Colm O'Gorman, executive director of the Ireland office of the human rights organization..."At every turn, Irish people kept their mouths shut out of deference to state, system, church and community," she said.
She said, "We must create a society in which no-one is afraid to speak. In which no-one is afraid to challenge authority and power, because deference to the powerful is a guaranteed way to help that power corrupt." more:

Government officials tight-lipped on bank scandal investigation
Published On:Tuesday, August 09, 2011
GOVERNMENT officials remain tightlipped over why the Bahamas government has failed to co-operate with a longstanding, multi-million dollar bank scandal investigation.
Since tracing several hundred million of missing funds to accounts in the Bahamas in 2005, sources claim that local authorities have ignored official requests for assistance - the most recent of which was sent in 2008...The tale of murder, Mafia plots, international money laundering schemes, and clandestine Masonic sects, placed the Bahamas branch of the bank, Banco Ambrosiano Overseas Limited, at the very centre of the scandal.
According to the press in Italy and the UK, Italian prosecutors are looking for funds allegedly squirreled away by former bank chairman Roberto Calvi, known as "God's banker" because the Vatican Bank was the largest shareholder. more:
Vatican Bank hit by financial scandal... again
Investigators are closing in on the Pope's bank, dissatisfied by claims that it will change its ways
By Victor Simpson and Nicole Winfield
Sunday, 19 December 2010
This is no ordinary bank. The ATMs are in Latin, priests use a private entrance, and a life-sized portrait of Pope Benedict XVI hangs on the wall. Nevertheless, l'Istituto per le Opere di Religione (the Institute for Religious Works) is a bank, and it is under harsh new scrutiny, including money-laundering allegations that led police to seize €23m (£19.5m) in Vatican assets in September. Critics say the case shows that the "Vatican Bank" has never shed its penchant for secrecy and scandal.
The Vatican calls the seizure of assets a "misunderstanding" and expresses optimism that it will be cleared up quickly. But court documents show that prosecutors say the Vatican Bank deliberately flouted anti-laundering laws "with the aim of hiding the ownership, destination and origin of the capital". The documents also reveal investigators' suspicions that clergy may have acted as fronts for corrupt businessmen and the Mafia. The documents pinpoint two transactions that have not been reported: one in 2009 involving the use of a false name, and another in 2010 in which the Vatican Bank withdrew €650,000 from an Italian bank account but ignored bank requests to disclose where the money was headed. more...

Catholic leaders shirked duty in sex abuse cases
Here is an excerpt from a powerful article about clergy abuse written by a Catholic and former seminarian, documenting his own history of abuse which was handled in the typical pattern of collective denial and victim blaming by Church hierarchy ...
Whenever priest abuse happened in the seminary, it was covered up. One professor was a serial abuser. He just disappeared one night. Rumor had it he was transferred to New Mexico for therapy and then to a parish, as was the custom. Perhaps. The point is, the authorities never told us anything, never counseled us, never worked with us to understand the enormity of the transgression and its effects on victims. Nor did they ever tell us of any adverse consequences to the priest. We assumed there were none.
This was the same when I finally had the courage to report my abuser, who even stalked me. It was frightening, but I feared I would pay a price for reporting him. Others had experiences much worse than mine, but the officials' reaction was always the same and typical. The message they telegraphed was not the message they should have taught: Don't do it, and, if you do, there are consequences for the abuser and for the victim.

French woman sues Opus Dei, claims brainwashing
The thing that some MK Ultra researchers are missing is that the mind control techniques formalized by the US and British intelligence community are ultimately based in ancient occult practices that have been preserved and studied for centuries by religious organizations, with the Vatican chief among those groups most frequently named. What differentiates MK Ultra and Monarch Project techniques from those practiced by both the Egyptian priesthood and Roman Catholic Inquisitors is that they are informed by science, with input from rigorously trained psychiatrists and programmers who have access to the cutting edge of expensive, newly developed technologies. However, the core of the program can be found in books like the Egyptian Book of the Dead, which codifies methods of drugging, hypnosis and physical torture, techniques that were then cataloged and maintained by occult organizations, including mainstream religious institutions.
Because many will remain dubious of these claims, I will provide several examples with the warning that these first hand accounts contain graphic descriptions of sexual violence, so anyone who has a history in programs of this variety is urged to proceed with caution. Here is a link to an account from Illuminati-news, similar to the disclosures of Maria Monk, as well as another story from the David Icke forum, accounts so horrifying that I'm not sure I would believe them without having had friends who've been through the exact same type of cult activity. For the third link, just scroll down the page to the posts by Nobodyswife to see an example of exactly what the Roman Catholic pedophila scandals are all about, namely, a highly organized network of child traffickers who believe they have been given immunity from the law. The purpose of this post is not to attack Christianity but instead to encourage people to find common cause in exposing and eradicating those networks wherever they are found, in Christian, occult and secular worlds alike.
By Dorothee Moisan (AFP) – Jun 28, 2011
PARIS — A French woman claiming to have been brainwashed by the secretive Catholic society Opus Dei is suing it for allegedly keeping her illegally as a domestic servant, she told AFP Tuesday.
Catherine T., who asked not to be identified by her family name, said she joined a hoteliers' school in northeastern France in 1985, aged 14, which she later discovered was run by associates of Opus Dei...."You were forbidden to talk about it to your parents." She said the group compelled her to take vows of obedience, poverty and chastity and for the following 13 years gave her jobs with organisations that her lawyer Rodolphe Bosselut said were linked to Opus Dei.
She said she was made to work 14-hour days, seven days a week, cleaning and serving. Staff paid her a salary and then reclaimed money from her by making her sign blank cheques, supposedly to pay her room and board, she alleged.
She added that staff accompanied her wherever she went, including on visits to the doctor. On these occasions she was taken to see an Opus Dei doctor who prescribed tranquilisers that left her "senseless".
Catherine weighed only 39 kilogrammes (86 pounds) in 2001 when her parents rescued her from the group. more...

Author says Canada was one of many haven countries where war criminals took refuge after conflict

Vatican Told Irish Bishops Not to Report Abuse to Police
"Mandatory" Reporting of Child Sex Abuse Claims Conflicted with Canon Law, Archbishop Said
A newly revealed 1997 letter from the Vatican warned Ireland's Catholic bishops not to report all suspected child-abuse cases to police — a disclosure that victims groups described as "the smoking gun" needed to show that the Vatican enforced a worldwide culture of cover-up.
The letter, obtained by Irish broadcasters RTE and provided to The Associated Press, documents the Vatican's rejection of a 1996 Irish church initiative to begin helping police identify pedophile priests following Ireland's first wave of publicly disclosed lawsuits.
The letter undermines persistent Vatican claims, particularly when seeking to defend itself in U.S. lawsuits, that the church in Rome never instructed local bishops to withhold evidence or suspicion of crimes from police. It instead emphasizes the church's right to handle all child-abuse allegations, and determine punishments, in house rather than hand that power to civil authorities.
Signed by the late Archbishop Luciano Storero, Pope John Paul II's diplomat to Ireland, the letter instructs Irish bishops that their new policy of making the reporting of suspected crimes mandatory "gives rise to serious reservations of both a moral and canonical nature."
Storero wrote that canon law — which required abuse allegations and punishments to be handled within the church — "must be meticulously followed." He warned that any bishops who tried to impose punishments outside the confines of canon law would face the "highly embarrassing" position of having their actions overturned on appeal in Rome.
Catholic officials in Ireland and the Vatican declined AP requests to comment on the letter, which RTE said it received from an Irish bishop.
Child-abuse activists in Ireland said the 1997 letter should demonstrate, once and for all, that the protection of pedophile priests from criminal investigation was not only sanctioned by Vatican leaders but ordered by them.
"The letter is of huge international significance, because it shows that the Vatican's intention is to prevent reporting of abuse to criminal authorities. And if that instruction applied here, it applied everywhere," said Colm O'Gorman, director of the Irish chapter of human rights watchdog Amnesty International.
Joelle Casteix, a director of U.S. advocacy group Survivors Network of Those Abused by Priests, described the letter as "the smoking gun we've been looking for."
Casteix said it was certain to be cited by victims' lawyers seeking to pin responsibility directly on the Vatican rather than local dioceses. She said investigators long have sought such a document showing Vatican pressure on a group of bishops "thwarting any kind of justice for victims."
"We now have evidence that the Vatican deliberately intervened to order bishops not to turn pedophile priests over to law enforcement," she said. "And for civil lawsuits, this letter shows what victims have been saying for dozens and dozens of years: What happened to them involved a concerted cover-up that went all the way to the top."
To this day, the Vatican has not endorsed any of the Irish church's three major policy documents since 1996 on safeguarding children from clerical abuse. Irish taxpayers, rather than the church, have paid most of the euro1.5 billion ($2 billion) to more than 14,000 abuse claimants dating back to the 1940s.
In his 2010 pastoral letter to Ireland's Catholics condemning pedophiles in the ranks, Pope Benedict XVI faulted bishops for failing to follow canon law and offered no explicit endorsement of Irish child-protection efforts by the Irish church or state. Benedict was widely criticized in Ireland for failing to admit any Vatican role in covering up the truth.
O'Gorman — who was raped repeatedly by an Irish priest in the 1980s when he was an altar boy and was among the first victims to speak out in the mid-1990s — said evidence is mounting that some Irish bishops continued to follow the 1997 Vatican instructions and withheld reports of crimes against children as recently as 2008.
Two state-commissioned reports published in 2009 — into the Dublin Archdiocese and workhouse-style Catholic institutions for children — unveiled decades of cover-ups of abuse involving tens of thousands of Irish children since the 1930s.
A third major state-ordered investigation into Catholic abuse cover-ups, concerning the southwest Irish diocese of Cloyne, is expected to be published within the next few months documenting the concealment of crimes as recently as 2008.
Irish church leaders didn't begin telling police about suspected pedophile priests until the mid-1990s after the first major scandal
of a priest, Brendan Smyth, who had raped dozens of children while the church transferred him to parishes in Dublin, Belfast, Rhode Island and North Dakota — triggered the collapse of the entire Irish government. That national shock, in turn, inspired the first victims to begin suing the church publicly.
In January 1996, Irish bishops published a groundbreaking policy document spelling out their newfound determination to report all suspected abuse cases to police.
But in his January 1997 letter seen Tuesday by the AP, Storero told the bishops that a senior church panel in Rome, the Congregation for the Clergy, had decided that the Irish church's policy of "mandatory" reporting of abuse claims conflicted with canon law.
Storero emphasized in the letter that the Irish church's policy was not recognized by the Vatican and was "merely a study document."
Storero warned that bishops who followed the Irish child-protection policy and reported a priest's suspected crimes to police ran the risk of having their in-house punishments of the priest overturned by the Congregation for the Clergy.
The 2009 Dublin Archdiocese report found that this actually happened in the case of Tony Walsh, one of Dublin's most notorious pedophiles, who used his role as an Elvis impersonator in a popular "All Priests Show" to get closer to kids.
Walsh in 1993 was kicked out of the priesthood by a secret Dublin church court — but successfully appealed the punishment to a Vatican court, which reinstated him to the priesthood in 1994. He raped a boy in a pub restroom at his grandfather's funeral wake that year. Walsh since has received a series of prison sentences, most recently a 12-year term imposed last month. Investigators estimate he raped or molested more than 100 children.
Storero's 1997 letter, originally obtained by RTE religious affairs program "Would You Believe?", said the Congregation for the Clergy was pursuing "a global study" of sexual-abuse policies and would establish worldwide child-protection policies "at the appropriate time."
Today, the Vatican's child-protection policies remain in legal limbo.
The Vatican does advise bishops worldwide to report crimes to police — in a legally nonbinding lay guide on its Web site. This recourse is omitted from the official legal advice provided by the Congregation for the Doctrine of the Faith and updated last summer. That powerful policymaking body continues to stress the secrecy of canon law.
The central message of Storero's letter was reported secondhand in the 2009 Dublin Archdiocese report. The letter itself, marked "strictly confidential," has never been published before.
